Quantitative Tightening (QT) Balance Sheet Runoff, Money Market Facility Absorption, and Bank Reserve Scarcity Redlines (2014–2026)
Total Federal Reserve assets have contracted by over $2.11 Trillion from their $8.96T peak down to $6.85T. Crucially, the initial $1.8T phase of Quantitative Tightening (QT) was painlessly absorbed by money market funds pulling cash out of the Overnight Reverse Repo Facility (ON RRP plunged from $2.4T to $0.22T), leaving commercial bank reserve balances virtually unchanged around $3.25T. With the ON RRP buffer largely drained, ongoing QT now directly draws liquidity from commercial bank reserves.

1. The Three Critical Fed Balance Sheet Quantities
To understand modern central bank monetary architecture, risk officers track the asset-liability mechanics of the Federal Reserve's balance sheet (Report H.4.1). Total Fed Assets represent Treasuries and Agency MBS purchased through QE. On the liability side, two giant components absorb this liquidity: Commercial Bank Reserve Balances (deposits held by commercial banks at the Fed) and the Overnight Reverse Repo Facility (ON RRP, where non-bank money market funds deposit cash overnight).
2. The ON RRP Shock Absorber & The LCLOR Redline
When the Fed launched Quantitative Tightening (QT) in June 2022, markets feared bank reserves would plummet, triggering another 2019 repo crisis. Instead, money market funds withdrew over $2.1 Trillion from the ON RRP facility to buy newly issued Treasury bills offering higher yields. This allowed the Fed to shrink its balance sheet without reducing bank reserves. With ON RRP now largely depleted (~$220B), any further balance sheet runoff directly drains bank reserves, approaching the Lowest Comfortable Level of Reserves (LCLOR ~ $2.8T).
